Waste Transfer Notes and Digital Waste Tracking: How They Connect

Waste transfer notes and DEFRA’s Digital Waste Tracking Service sit next to each other in every 2026 compliance conversation — and they are still different jobs. Mixing them up is how sites believe a PDF folder “is DWTS”, and how carriers believe a pad is enough because “the note is legal”.
This guide explains waste transfer notes and digital waste tracking: what a WTN still does, what Report Receipt of Waste requires, and how digital notes feed receiving-site submissions without double entry.
What a waste transfer note is for
A waste transfer note (WTN) is the duty of care record for a non-hazardous controlled waste movement. It documents who transferred what, to whom, when, in what quantity, and under which EWC code. Hazardous movements use consignment notes with longer retention.
Paper WTNs remain a lawful form of that record. They are not banned by the DWTS rollout. Detail: are paper waste transfer notes still legal in 2026?
What the WTN must contain in practice is covered in our waste transfer note software overview and the requirements guide on the blog. The short version: description, EWC, quantity, parties, carrier registration where relevant, and date.
What digital waste tracking is for
The Digital Waste Tracking Service is the national system for reporting waste movements to government. For Phase 1, permitted and licensed receiving sites must report receipt of waste:
- England and Wales: mandatory from 1 October 2026 (live)
- Scotland and Northern Ireland: from 1 January 2027
- Carriers (Phase 2): planned mandatory from October 2027
Records are typically due within 2 working days of receipt. Operators register, pay the £26 annual government fee per legal entity that creates or edits records, and submit via API (preferred) or DEFRA’s temporary spreadsheet. Product overview: digital waste tracking.
WTN versus DWTS — same fields, different legal job
Many fields overlap: EWC code, quantity, carrier details, date, parties. That overlap is deliberate. It does not mean one document replaces the other.
- WTN / consignment note: duty of care evidence between the parties; keep for two years (non-hazardous) or three (hazardous)
- DWTS record: report to the national service when you are the party in scope (receiving site in Phase 1)
A complete paper note can satisfy duty of care and still leave a receiving site non-compliant if nothing was submitted to DWTS. A DWTS submission without a proper note trail is the reverse failure.
How digital notes feed receiving-site submissions
The practical bridge is structured data. When the inbound note is created digitally at the gate — or arrives from a carrier as structured fields rather than a photo of a pad — the same object can drive:
- The duty of care WTN (PDF or electronic copy for the parties)
- The DWTS API payload for Report Receipt of Waste
That is the point of digital waste transfer note software: capture once, reuse for both jobs. Retyping from paper into a government portal is how sites miss the two-working-day window.
Carriers who are not yet Phase 2 reporters still help (or hinder) every tip site they use. A digital note with EWC, weight and registration number is usable inbound data. A carbon copy is not.
What to change in operations
- Stop treating the pad as the system of record if any site you tip at (or operate) is in Phase 1
- Align internal codes with the List of Wastes — see EWC codes
- Register for DWTS, budget the £26 fee, and share API access with listed software if you are a receiving site
- Train gate staff that “we’ll write the note up on Monday” fails both duty of care quality and the DWTS clock
How WEEE Manager connects the two
WEEE Manager stores EWC codes, quantities, carrier details and site data on every waste record. Those fields support digital WTNs and DWT-ready inbound reporting for GOV.UK-listed submission once API credentials are shared. Hosted plans start from £120 a month.
