What UK waste management software is for
A waste company still has to prove duty of care: who moved the load, what it was, the EWC code, the weight, the date, and where it went. That used to live on carbon-copy pads, then in Excel folders and emailed PDFs. It works until a customer asks for last year’s notes, a driver is on a site with no signal, or a receiving site needs a digital record they can actually submit.
DEFRA’s Digital Waste Tracking Service is now live for permitted receiving sites. Phase 1 is mandatory from October 2026 in England and Wales, and from January 2027 in Scotland and Northern Ireland. Paper pads and a shared spreadsheet are not a substitute once your site is in scope. Carriers are later — Phase 2, planned as mandatory from October 2027 — but the sites you tip at will already want usable digital details.
WEEE Manager is a waste management platform built in the UK for that job: digital waste transfer notes, WEEE notes, jobs, the yard, the customer, and a route into DWTS from records you already keep. It started as the system Southern Electrical Recycling used in Portsmouth, and is sold as a hosted product by WEEE Manager Ltd (company number 16732434).

Duty of care, waste transfer notes and records
UK duty of care is not a slogan. You have to be able to show what left, what arrived, who carried it, and that it went to a legitimate destination. That means Waste Transfer Notes for non-hazardous waste and consignment notes for hazardous waste, with descriptions, EWC codes, weights, dates and carrier details.
Retention is typically two years for non-hazardous WTNs and three years for hazardous consignment notes. A pad in a van or a PDF in someone’s inbox is how those copies go missing when a customer or the Environment Agency asks.
WEEE Manager generates WTNs for general waste and WEEE transfer notes for electricals, including recurring notes for regular collections. The same record is what a permitted receiving site uses when it reports inbound loads to DEFRA’s Digital Waste Tracking Service.

Can I still use paper waste transfer notes? +
Paper WTNs are still used in the UK, but they will not be a substitute for DEFRA’s Digital Waste Tracking Service once your site is in Phase 1. Receiving sites need a digital record for inbound loads, typically by the end of the second working day. Digital notes also make the two-year (non-hazardous) and three-year (hazardous) retention rules easier to meet.
Is a spreadsheet or PDF folder enough for digital waste tracking? +
Not once you are in scope. DEFRA’s preferred route is software that submits through the DWT API. There is a temporary spreadsheet upload on the government service, expected until at least October 2027, then withdrawn. Excel on a shared drive is not the same thing as reporting receipt of waste to DWTS.
