Waste Income Limits

Add exemptions to waste items and in the backend have a way to add the limits for the waste exemptions

Have the waste items exemptions with the waste limits for each exemption in the back end configured.

They are done like S2 = 10Tonnes per 6 months etc

This will then need to be totalled into the processing and weight income. We will need logic on both processing and waste note creation as well to alert of upcoming limits and stopping limits going over on new waste notes.
