What waste receiving site software has to do in Phase 1
If your environmental permit or waste management licence allows you to receive waste, you are a waste receiver for DWTS. Transfer stations, MRFs, treatment plants, incinerators, landfill, aggregate recycling, AD, composting and WEEE treatment are in that net. Household waste recycling centres in England must record commercial waste received into permitted sites.
Waste receiving site software is the inbound ledger: every load, every code, every carrier. WEEE Manager is listed on GOV.UK as compatible software for reporting receipt of waste. Exemptions are not Phase 1. Carriers are not Phase 1. If you only haul, read waste carrier software — but the sites you use will still want your digital details from day one of their mandate.
Phase 1 versus the rest of the operation

How inbound capture should work at the gate
The second-working-day clock starts when the waste is received. If the weighbridge ticket is complete and the software record is the same object, you are not racing a spreadsheet on Tuesday.

What is waste receiving site software? +
It is software for a permitted or licensed site that takes waste in: transfer stations, MRFs, treatment, landfill, AD, composting and WEEE facilities. In 2026 that means inbound load records with every field DEFRA’s Digital Waste Tracking Service expects, so you are not retyping a weighbridge ticket into a government spreadsheet.
Who is in Phase 1? +
Operators of sites permitted or licensed to receive waste. Mandatory from October 2026 in England and Wales and January 2027 in Scotland and Northern Ireland. Waste exemptions are not in Phase 1. Carriers are Phase 2 (planned October 2027).
What must we record on each inbound load? +
Waste description, EWC code, quantity and unit, hazardous flag, carrier details including registration number, producer or holder details, and date and time of receipt. WEEE Manager captures these on the inbound record so DWT submission does not mean a second form.
How fast must we submit to DWTS? +
The 2026 regulations typically require the record by the end of the second working day after the waste is received. That is why gate capture has to be structured, not a pad that gets typed on Wednesday.
